This ICR allows new diagnosis codes (DX CODE) and NAME
fields to be added to the Disability Condition (#31) file. Implementation of
patch DG*5.3*1138, provides a mechanism to update the Disability Conditions
(#31) file. When disability conditions (NAME and DX CODE) are encountered
while parsing inbound HL7 messages, but the codes are missing from the
Disability Conditions (#31) file, then Registration is authorized to add those
disability conditions and diagnosis codes to the Disability Conditions (#31)
file.
